Would appear to be a BT Broadband user in the UK??
bigger companys can have their own ip address range making finding someone by IP easy, for example, Johnston Press from Chesterfield have a fixed IP range of 30 addresses, so assuming that they have 30 machines at the company, finding the owner of one of those PC’s is relativly easy, the addresses are registerd to a specific name, and contact number (Lee on a mobile number)
BUT where the address is reg’d to a company like bt, they dynamicaly issue their addresses to people, so they jump from person to person, finding an individual would involve contacting BT and getting them to tell you who had that address at that time. no mean feat and I’m sure it’d never happen without lawyers getting involved.
