At work I cannot access Hotmail…(its a school) so I was thinking could I run a apache server and have it retrieve my email then allow me to read it?
or could I run a email service off my site ??

why not use Gmail instead instead of hotmail.
Then you can setup outlook to retrieve
gmail also blocked…all sites you can think of are blocked 
Is that including POP3 or just your std HTTP i’m not talking about
using gmail though the internet but through outlook express.
Could you not setup outlook to download
i.e. POP3 retrievels ? per normal Email… since its not a www / http marking
it might work.
that could work…think the smtp is blocked for said reason 
but ill try…ive been thinking and I could just remote my pc over vnc webbased if its only to check me mail
