From the description, he wants somebody to bundle card details AND the CVV along with Name and address into an email.

I don’t understand what he wants 
he wants to store in plain text over email the credit card details used when buying something online, thus allowing him to store and use your credit card details as many times as he wants…
it’s probably him wanting to use an offline credit card processor to save fees, but pci compliance would kill him over that if it were true.
